- We at CDL College believe that the requirements and realities of CSA 2010 will present daily challenges for all drivers and carriers from this point on. All driver records for the past 3 years will be updated in the Driver SMS. All carrier records will also be similarly updated. Full implementation of CSA 2010 by all 50 states is expected by June or July, 2011.
New or Recurring Training
- DOT is facing an enormous task in gathering and integrating all of the various data sources into the Carrier Safety Management System (which now replaces SafeStat) and into the Driver Safety Measurement System (SMS). This data integration is the focus of CSA 2010. Since FMCSA has a limited number of inspector personnel, this data integration for CSA 2010 will allow those inspectors to identify Carriers with problems sooner for intervention, and increase safety on our roads.
- CDL College believes that the "Driver Qualification" files, which must be kept by each carrier, must be up-to-date and accurate. CDL College will offer an on-line web-based product to more easily facilitate the record keeping for this Driver Qualification File, and at a level of quality and accuracy required by the new CSA 2010 reality.
- Drivers will be required to have their license and endorsements on file and current with their carrier in the Driver Qualification file. Any remedial action, classes, etc., necessary to keep the driver legally qualified for the work he performs, must be quickly completed.
- All roadside inspection violations will count against driver and carrier. Both parties must coordinate with watchfulness and appropriate pre-trip inspections, as both will suffer if inspections and follow-up repair are not completed properly.
- Points assessed drivers and carriers could put a carrier out of service, and a staff of drivers out of work. Everyone will benefit directly from doing the basic inspection follow-up by the book.
- We believe our Driver Qualification web-based system will be a foundation tool for the small to medium-sized carrier, as he must be on top of his driver data to survive - and know which personnel to continue to retain as he upgrades his staff. We believe remedial and new subject driver courses that we can offer on-line, and on site if necessary, will upgrade the driver understanding and acceptance of his critical role in maintaining a good record - so his Carrier can constantly upgrade his record.
OPEN CSA2010 FORUM INITIATIVE
CDL College is sponsoring a free forum web site, which we will maintain. Upon registration a participant can post questions and/or answers to various CSA 2010 categories, and engage in a blog dialogue under a category, or in a general discussion thread. We will establish the initial categories on the site, but through the "general comment" category we will always be open to additional or modified categories.
We believe that the fastest and most cost-effective way to survive and prosper under CSA 2010 is to share questions, answers, and ideas regarding the new rules and regulations. We have to survive and prosper under this new world. While we do that; we can upgrade the perception of our industry, and help move towards a safer and more respected business.
